If syslog-ng isn't a SLE package, you can submit the package yourself from Factory to Leap:15.2 to get it updated there.
and according to https://build.opensuse.org/package/view_file/openSUSE:Leap:15.1/00Meta/looku... it isn't an SLE package and since you are the maintainer of the package you are the one to decide if it should go to 15.2. BUT, I'm not sure if Ludwig still plans to have a batch bump of those packages once again which usually at some point in time would ask you as maintainer for review and approval or denial. In any case requesting manually from your side is a safer choice.
