I'm not sure but there should be a policy-kit setting somewhere to allow everybody to create connections.
I don't have a problem with it being an option controlled by root, but the way things are, employees are expected to be able to set up a Wifi connection when away from the office. With 12.1, it is apparently impossible to do so. Apparenty, this problem is due to the settings being stored in a non user area. Perhaps the solution for this is to make that area group writeable.
