not correct. there's some type of framework that enables most of x86-32 libraries to run on x86-32 systems. not sure which lib does that for w32 codecs, but it's happening.
Go to http://xine.cvs.sourceforge.net/viewvc/xine/xine-lib/configure.ac?revision=1.502&view=markup and see line 2431. xine is only compiled with w32codec support for "i?86-* | k?-* | athlon-* | pentium*-" hosts, not for "x86_64-*". Sure, you can run a 32 bits libxine in a x86-64 system and it will use w32codecs, but nobody uses a 32 bits libxine.
