If you rely on this mechanic, you can keep it in a separate OBS/IBS project (not factory devel project) where it will continue to run. Then copy the artifacts for Factory submissions.

That is not true in general. Esp the mode="buildtime" services may still be important. It is true that we have alternatives to some services now, which are more git native. You could even use download assets out of the box now. But the distro will still require fixed sources by policy. Or do you mean that you remove _service files on import? IMHO at least the buildtime services should stay, we have no alternative to them.
