The switch to the integrated modest driver does not work. It still asks for xf86-video-intel.

No, there is no xorg.conf
Interesting in this context: same issue as described in the bug is visible in runlevel 3 as well. So you can't even use the command prompt with kernel 4.13.1
You probably need to check and redo the initrd after removing the modules?
Did that as well, but did not help.
Did you try purging Plymouth, and removing quiet and splash from cmdline?
