But that doesn't make that recommendation a bad one. You probably want to stick to a stable release for the base OS - make room for a VM.
As it can only(?) require about an extra 10GiB for another partition for a test system, I'm a little surprised you can't find room for one. I've always partitioned my disk(s) to allow for about three systems, one operational, one test, and the old operational in case the new one goes belly up due to previously unseen bugs.
