Cannot see anywhere where they are involved in prescribing Sydney or Brisbane or Melbourne to used to determine the Time Zone for the East Coast of Australia. As the IETF appears to be a loose cluster of individuals with no real standing apart from being assumed to be some sort of a de-facto authority for setting "standards" then they can be told that Canberra is the capital of Australia and should be treated as the sole reference point for setting the Time Zone for the East Coast of Australia. Period. And as I live in Canberra then this only makes my case even stronger.
