Yes, Apper is making it into 12.1 and I'm working with the author to make sure it is fit for purpose.
So, how to test it?
I just start apper and got a window with: "Cannot load library /usr/lib64/kde4/kcm_apper.so: (libapper.so: cannot open shared ojbect file: No such file or directory)"
Lookint at the filelist, I see: /usr/lib64/apper/libapper.so - I guess that library needs to be in /usr/lib64...
How old is your apper.rpm? Its upstream buildsystem is full of odd paths, - fPIC and rpath flags added by its Debian packager, but I patched these out at the weekend.
