Since you have been blunt, I will be too. This won't happen. One thing is LTS, which is what we want to provide to Leap, but there's no way we are holding back releases unless there are multiple confirmed bugs that prevent normal usage (one example is Qt 5.8, which won't get into TW unless some severe bugs are fixed first). This even more when upstream won't support the old version anymore (i.e. 16.08). I can't reproduce your issue on PIM: that doesn't mean it does not exist, but rather that it's not a 100% always-failing case. You may also want to check if it happens on 16.12.1.
Applications 16.08.3 was and hopefully 16.12.3 or later will be. Same for KDE Plasma and KDE Frameworks.
Same as above. You need more compelling arguments than what you wrote. Plasma and Frameworks aren't related to your issue in PIM anyway.
