Yes, transitioning from 79. to 80., IIRC.
Technically it's not the exact same issue though. For Firefox there was another change which we did intentionally not perform with Thunderbird yet for this reason. It seems that the addon registry in Thunderbird (and Firefox) can be easily confused by "something". For the known issue with Firefox it was the change from unpacked to xpi addons which was not picked up correctly. We created an upstream bug for it which is still open. What exactly is causing the issue now for TB is unfortunately unclear as I could not reproduce that anywhere. If people are curious and have a backup ;-) you can try to fiddle with the addonStartup.json.lz4 file modifying or even removing it. It should be recreated but might not have the stored state of addons (enabled, disabled, etc) anymore. But at least there is a good chance that everything is fine afterwards.
