I think this lowers the number of people testing it even more. And home:* is the unstable branch of contrib in the general case, so I see little use of it. And after all, it's only developed against Factory and Factory alone has not enough users to split it.
So I'm pretty much against that suggestion.
Well, I'm supportive of it for the organizational aspect. Again, it's a "staging" repository, it's not an "unstable" repository. The idea is that people only install packages from there to *test* them, to report whether they're good enough to go into "Contrib-stable" or not. If we don't have one repository to pick "Contrib-stable" candidates from, how will we keep a list of the candidates ? Not all packages in home:* or other OBS repos (e.g. network:/utilities) are candidates for going into Contrib as we'll have stronger rules for letting packages go in or not (at the very least upstream healthiness, take the xmms2 example: good to go under a home: but not actively developed enough to go into Contrib). A page on the wiki ? uh.. My idea of the "Contrib-testing" repository is a big TODO list of things to test to let them go into "Contrib-stable" or drop them from "Contrib-testing" (because they're too buggy, etc...). It's a moving target, a waiting slot between home:* or whatever OBS repository and Contrib-stable. We can also call it "Contrib-purgatory", if you prefer ;D It is not meant to be used by people who want "that package", because it'll definitely be removed from "Contrib-testing" at some point: either when it's stable enough for "Contrib-stable", or when it's deemed not good enough for "Contrib-stable" (not actively developed/supported, too buggy, foreporting nightmare, side-effects, ...).
