It seems it unconditionally allows vendor change though, regardless of the config setting (which is off by default).

Eh, pk backend will be able to read zypp, but not zypper options. What was patched in zypper to not allow vendor change on dup, was not changed in zypp. Therefore we will need an option in zypp.conf in /etc/packagekit to disable vendor change.
