I'm guessing. But I think it is using old text (the last installed package) in the progress bar, but it is really showing the progress of something else, perhaps download release-notes to test the network.
I tried installing RC1 in VBox and the only thing I could see was downloading the repository metadata at the end. I have checked the YaST logs and I found out that it was because of the new "update-repo" added. But no package was installed. Maybe it is related to the package selection, I just simply kept the default packages for the KDE desktop. Did you change the package selection? How? I tested also the latest TW installation ISO, this time I changed some selected packages (deselected some and selected some other). Also this time it was OK.
It looks like a bug. But, as you say, it seems minor so I haven't reported it to bugzilla.
Yes, please report it to bugzilla and attach YaST logs (see https://en.opensuse.org/Bugs/YaST).
