First, I repeat : there is no "plan". I'm announcing things which will change in systemd "upstream". This is outside the scope of systemd, so it would be a decision on our side. See also lnussel suggestion on switching to "user $TMPDIR"
Honestly, someone needs to test carefully (e.g. on a machine with small RAM) before moving toward this direction as default. Only facts and proofs can shut up bike-shed talks.

The feature has just been opened on Fedora for version 18.
