[opensuse-factory] New package python-emoji for Factory

Hi, I have prepared the Package python-emoji now like to contribute it to Factory:

This Python module provides unicode emoji output for strings containing emoji codes. In addition to the official list defined by the unicode consortium a whole bunch of aliases is defined.

The package uses devel:languages:Python as its devel project and is of generall usefullness for Python CLI scripts. In addition it's a dependency of python3-notify, which I would also like to add. I'll write a separate mail for that though.
