Is it intentional? If so, why doesn't https://en.opensuse.org/openSUSE:Package_source_verification mention it?
gpg-offline has been deprecated in favor of the obs-service- source_validator for a long time already - and nothing in the distro still made use of the legacy gpg-offline method.
the wiki needs to be updated.
I removed the gpg-offline parts and add some suggestions to copy the package.keyring directly from the .asc file
