I guess for new packages a "legal review" step is missing. Maybe we need the OBS to manage/show/notify this.
Yes, this must be included and as I experience right now this step must be a hard one. Even for a package accepted in debian I'm waiting for roughly 3 weeks now in legal review. Coolo is very friendly in giving feedback on questions, I guess he would share our feelings about legal departments .... But for a new (to factory) contributor it feels on my side like the moment when "they" take your passport, take a deep look into your eyes and silently walk away without any hint what they plan to do or how long it may take. And another milestone passes by ... That's the relly bad part. I'm really wondering how the bug-reports from the legal department will look like.
