mozilla-nss.spec contains Requires(pre): libsoftokn3 >= %{nss_softokn_fips_version}

Probably that (pre) is guilty for that?

Probably yes. Do know why this dependency was added as "Requires(pre)" instead of normal "Requires"? Personally I can deal with that after I've learned that libsoftokn3 is strictly required.
