Umm, no. $PATH is an exported shell variable that is in no way related to the kernel whatsoever. Of course one can edit $PATH, i.e.
export $PATH:/usr/local/bin/bin
Shouldn't that be export PATH=$PATH:/usr/local/bin/bin
