Don't run httpd in a chroot? Seriously -- that directory is not officially part of the FSH/LSB so it has no official status in being there. The only reason it would be there is if you were running part of, or all of apache inside a choot-jail. There's perfectly good reasons why you would want to do this -- security being the most obvious. I can only conclude that some installer/configuration program has done this on your behalf?
