It wouldn't surprise me (as cynical as I am) that these are "assumed" values based on pain-staking "research" done by some chinless wonder sat on top og Table Mountain (no, not me this time :P). It could also equally be their conclusion that as WAN (because of what it is) is just costly anyway. /me shrugs.
