Bits of the the FAQ appear to imply that both the Windows and Mac version may have been freeware at one time.
Maybe the concept was just too frightening. Paying money appears to be the norm in the Windows world. There are a lot of trivial utilities listed on www.winfiles.com, even ports of GPL or BSD licenced software which people appear to want money for.
An alternative (free) that's worth looking at is vnc: http://www.uk.research.att.com/vnc/
An alternative only in some ways. VNC is conceptually similar to the Netware utility RCONSOLE.
There are of course other X servers for Windows.
There used to be some free ones arround.
