I think that he means the external interface, and not a public address. We do the same here. We are connected via the county, so our proxy's extenal I/F has a private IP address in the same range as our router. The county host our domain address and then their DNS forwards onto us. We also only hold internal addresses in our DNS, and all others are passed onto the county's DNS servers for resolution.
