Try webmin: http://www.webmin.com/ - that should take care of a lot of your requirements. You might also want to consider thin client Linux (particularly a rather nice little solution to be called Nymph (?)), even if you retain Windows for must-have software that won't function in any other way. Thin client makes package roll-out painless (just the servers!), obviates the need for any serious desktop protection solution (only affects that user, rather than that computer, and the user profile can be rebuilt in minutes) and makes home/school access a reality. RM and Viglen are a pain in the proverbial... (just guessing!)
