Not sure of the exact law, but its the one that requires all purchases over 150,000 pounds sterling (200,000 ECU?) to be advertised in the European journal.

Something more exact would help a lot. How about references to EU law .. time and dates .. etc ? Or ... which journal exactly should it have been published in ... or .... is this exactly a new purchase or is it *thought* by someone to be new or a re-order ? This is the kind of question that I'm being asked and may lead to a conclusion of some sort. Thank you -- Richard
