Does "freely-licensed" say the right thing to people off the list? As in "licensed with free abandon" rather than a "licensed for free"

Precipitated by the coming together of delegates at the conference a new organisation has been formed "to promote and support the use of freely-licensed resources and non-proprietary software in UK Schools" and "to make open educational resources more effective, efficient, and ubiquitous by enhancing communication, sharing resources, and increasing the transparency of development".
