Demon use static IP addresses, and yes you can use this setup.

Have you had a look at the Networking-Overview-HOWTO? The general idea is to assign 192.168.1.1 to the router/gateway and then set the default route of your Windows machines to this IP. Dependent on how big your network is you might want to use DNS. Are you going to use a Linux box as the router?
