there has been work on this during the last year and i did have some input to a document on interchange formats pertaining to the IMS (rather than MIS) group which did make comments about using RTF, but also Word documents (as they were infact a de facto standard). My comments at the time were for them to stick with the likes of RTF and PDF (although the latter has some issues). There were other comments relating to ODBC drivers etc, although the thorny issue of SIMS will prevent any open recognised formats being present.
I was under the impression that RTF was a Microsoft thing. What were the `issues' with PDF?
