This doesn't make a whole lot of sense. BoFs are the unconference part of oSC13. Unconferences are not scheduled in advanced but ad-hoc depending on the people that are there, that's why they are unconferences and not conferences....
But if we know that some people will be there, I don't see why we wouldn't organize at least part of the sessions in advance. We did it at the oSC'11 conf that way, too, and it's done at plenty of other events like Akademy. Plus, there's a number of sessions I'd like to have and I'd rather plan them in advance and tell people about it ;-) Cheers, J
