did you mistype something in your config file? it sounds like LASTLOG_ENAB is somewhere in your /etc/quantum/* directory configured. I can not find this in the packages. It's a new OpenSUSE 12.3 installation without any configuration. LASTLOG_ENAB should not exist anymore, did you install all patches? There were some bugs in 12.3 with it...
