Back in the days, we had that for Folsom and I guess it's good to retain that. Furthermore, openstack-* and python-*client packages in Cloud:OS:Grizzly/Havana now have their C:OS:$BLA:Staging equivalents as their devel project. That means if you type "osc branch Cloud:OpenStack:Factory python-cinderclient", you'll currently get a branch from Cloud:OpenStack:Havana:Staging instead, so that "osc sr" submits there.
