According to [1], FeatureFreeze happens on March 4th. So after the RC1 milestone-proposed branch is created, master is open again. I'd say we could wait 2 more weeks and avoid a lot of work. If we branch to Cloud:OpenStack:Icehouse and switch all _service files to milestone-proposed (or $foo-stable-icehouse tarballs, once available) in the beginning of March, we still have enough fun left.
