I'm talking about the packages on the OBS, not about the produced RPMs. The mentioned files are not included in the RPMs, they only hang out in the package on the OBS.

Mhm, openstack-cinder-doc is only a link to openstack-cinder. The latter contains spec files for both packages but OBS only builds the spec file matching the OBS package name. Thus we need the link. Both packages are built from the same sources to reduce the effort in updating/changing both. And that's also why you get some source files that may not be used by the openstack-cinder-doc.spec. This wouldn't be necessary if OBS could build mulitiple/all sub-specs of a given OBS project.
