It doesn't work that way. If you know the name (or can guess), you can source the packages anyway. Also, publishing would be public no matter what. The feature is mainly there for private instances where there may be sensitive projects that shouldn't be trivially accessible. For example, I have some sensitive buildroot configuration and packages in a private project in my internal OBS.
