For such questions it would be really helpful if you provide the name of the package you are trying to build and a link to it on OBS.

Why do you think that --target=noarch-... should work at all ?
IMHO no compiler can handle a noarch architecture ;) Hello Adrian. Why he set noarch? I´ve don´t set this in the config?

Could you folks cut down the quoting, please? It isn't that hard to do.
--prefix=%{_prefix} --libdir=%{_libdir} --mandir=%{_mandir}
