I've noticed that packages, having "BuildArch: noarch" in spec files, are
still built for all the architectures. Is that expected behaviour, or am I
doing something wrong?

The problem is rooted in that there is one scheduler per architecture,
and it does not share its state at all with the rest.

It's expected. Just disable all but one architecture. The resulting package
will be noarch nonetheless.
