It should be pointing to %{_rpmconfigdir}/macros.d, which is /usr/lib/rpm/macros.d

Nobody should be installing macros into /etc/rpm.

Not for new packages, but for "SLE 12 / Leap 42" it was. devel:languages:ruby/ruby-common latest change was: - replace '/etc/rpm' with '%_rpmmacrodir' this macro does not exist, hence it should be defined in prjconf for SLES 12 ...
