Here is the root of devel repos: https://repo.almalinux.org/almalinux/9/devel/ It's not a repo itself, for x86_64 the repo is https://repo.almalinux.org/almalinux/9/devel/x86_64/os/
There are no devel packages in the repos we have now in OBS and it's not possible to build some of the packages we need.

Please remove "devel" from the "standard" target, because that makes AlmaLinux:9 RHEL and EPEL incompatible. The "devel" repo is fully unsupported and unmaintained components from the buildroot that is not supposed to be available for third-parties to rely on. Having it available in OBS is fine, but please don't make it included by default because it breaks EPEL compatibility, among other things. -- 真実はいつも一つ!/ Always, there's only one truth!
