Hi Oliver,
software.opensuse.org is asking api.opensuse.org (part of OBS) for
published binaries. OBS then tells software.o.o what binaries
exist and where they can be downloaded from. This is done on
demand, i.e. when someone searches for software or visits
package/download pages. The results are then cached on
software.o.o's side, which could cause inconsistencies.
The binary packages are never uploaded to software.o.o, only meta
information.
Your issue, that your Arch package is not listed, is a known bug
and tracked at
https://github.com/openSUSE/software-o-o/issues/844.
