it seems Fedora has an uncommon update policy and the Build Service should build packages against the "update" Fedora repository and not against the base/release distro. See https://www.redhat.com/archives/fedora-packaging/2009-August/msg00000.html

Is this possible? It's my understanding that new distros/versions are manually imported, so...
