I guess server:mail/imapsync is broken, unless 'osc service lr' runs on 15.1. I see the excluded file ChangeLog in *.obscpio.

suggested fix: https://github.com/openSUSE/obs-service-tar_scm/pull/414 but I want to improve test before I merge - test it - feedback welcome
