This should rather be one request per project, rather than one per package, since the change is ultimately to the prjmeta.
it actually is per-project (not per-package) but due to the number of projects and distributions that such requests were sent to recently, this adds up to quite many of them (strangely though I did not even get an email notification for them - although I do get emails for submit requests!)
Me neither, so it's a bit luck for me that I could decline them before they got accepted automatically.
