This is not particularly useful info right now but I thought I should mention it anyway - yesterday I wrote some unit tests for tar_scm, together with some patches to improve functionality. That happens because the call to SVN is done in UTF-8 and the remote SVN encoding is using something else...
Either change the remote SVN encoding to UTF-8 (which would probably be the best way out) or modify the client to either convert or make the call in the remote SVN encoding (not even sure if it's possible).
