actually even Evergreen 11.1 is not supported anymore since some time unfortunately so it's not really a candidate as a targer project anymore.
Could then it be moved to DISCONTINUED:openSUSE:Evergreen:11.1?
Probably. The DISCONTINUED namespace is not mine.
Also, there was any kind of announcement?
https://www.rosenauer.org/blog/2011/11/18/evergreen-project-status-update/ and also http://lists.rosenauer.org/pipermail/evergreen/2011-October/000513.html
On 13th January 2012, after referencing that blog post, you told me "There is no final decision yet".
There was a grace period when someone else wanted to take over. Since this didn't happen my first announcement (ending end of 2011) was still valid.

Maybe it should have been more explicit and in other channels as well.
Specially more explicit. This (http://lists.opensuse.org/opensuse-announce/2012-11/msg00000.html) is the perfect way: "With the release of ruby on Monday 5th of November the SUSE sponsored maintenance of openSUSE 11.4 has ended." I know the exact date and even the latest released patch.
Yes, Evergreen 11.1 and 11.2 had/have experimental status somehow. 11.4 is the first really planned Evergreen release and we try to improve our communication. People are invited to help out.
