Sorry, when you create a package and add to it specs and source files, you have the option to either upload them from your PC or provide a URI to download it from internet. If you provide a http link it works, but if you provide an ftp URI it dies with a timeout, probably a firewall issue.
You mean, with using the "Source" tag in a specfile? And Source: ftp://example.com/tarball.tar.gz does not work, while Source: http://example.com/tarball.tar.gz does? The latter (!) would be a bug.
Although it _would_ be very convenient, the build clients are supposed to be set up in a way which prohibits any network access.
Or has this been changed?

Sorry again, it seems I wasn't clear... I build the packages using the OBS web interface at http://build.opensuse.org. To add sources there's a form ("add file" button) that allows you to add source files by uploading it from you PC ("Local File:") or by specifying the URI to access it ("Remote File URI:"). When you hit "Save changes" and you specified a ftp hosted file it dies giving a timeout. It doesn't seem a application issue, but a firewall limitation.
