No, OBS can only build containers based on distributions that it supports (this includes Ubuntu/Debian based ones, RPM based ones and Archlinux).
However, it might be easy to add support for apk (have not looked inside).

Independend of this, you can build indeed against any container from docker hub, when you add Docker:Registry standard as project and repository to your path list of your repo. Don't add it at last though.
