There is no such package in the buildservice or in Factory. Where do you see it?
The problem persists. The curl from Factory prohibits usage of devel:languages:python (and possibly other projects). Michal Marek suspects that although the sources for libcurl3 do exist in 10.3, no 10.3 sources exist in the BS:
$ osc req /source/openSUSE:10.3/libcurl3 <directory> </directory>
