AmazonLinux 2023 compability

Hi! I've been trying to build using AmazonLinux2023, I've gotten the DoD repos working now, but stumped with UsrMerge. There is a github issue open for details, please see https://github.com/openSUSE/open-build-service/issues/14852 If this can be solved with configuration, would be interesting to hear how!
