I have to say I don't understand all the black magic of baselibs.conf, but:
glibc arch i586 block!
=> somewhat I suspect that 'block!' means just that. Don't do baselibs.conf processing on i586.
http://en.opensuse.org/openSUSE:Build_Service_baselibs.conf says that targetarch x86_64 block!: do not create a 32-bit package for x86_64 Given what we just saw in glibc, the wiki page seems incorrect; targetarch x86_64 would mean to inhibit baselibs created *from* x86_64, not *for* x86_64... or something.
