The maintainers of each project. Log in to https://build.opensuse.org/ using your bugzilla password and browse the projects.
The reason I am asking about server:/mail, is that 10.2 and 10.3 repo's both contains new(er) versions of e.g. courier-imap, but 11.0 repo does not.
In this cas it's not that someone decided "Let's not release a new version for 11.0", but the new package fails to build on this distro.
